The purpose of this letter is to provide written notice of Scranton School District’s implementation of an interim plan that addresses special education programming during the period of mandated school closure in the Commonwealth of Pennsylvania. As you are aware, public schools were ordered to close due to the pandemic health concern of COVID-19 from March 16, 2020 through at least June 30, 2020. Due to the closure of our schools and mandated social distancing requirements, we are unable to fully implement your child's IEP as it is currently written. We can however, and intend to, make a good faith effort to provide special education to your child or children.
Scranton School District (SSD) has developed a Continuity of Education Plan (CEP) that outlines the instructional programming that will be offered to all students throughout the remainder of the 2019-2020 academic year. The CEP is posted on the district website and can be accessed at https://www.scrsd.org. SSD is dedicated to making a good faith effort to honor its obligation of providing a “free appropriate public education" (FAPE) to all students. Moreover, SSD is committed to meeting the needs of your child to the best of our ability given the reality that instructional resources and face- to-face contact are limited due to the current circumstances. The CEP will remain in effect only during the period of emergency school closure.
We want you to be informed. We want you to know you can always reach out and share your concerns and questions. You will be receiving specific information regarding your child’s special education programming. This will be in a document called a Notice of Recommended Educational Placement/Prior Written Notice (NOREP/PWN), sent to you by your child’s teacher in the coming days. The NOREP/PWN will provide details specific to the programming being offered to your child, including accommodations and modifications. Please be aware that programming during the school closure period does not replace your child’s current IEP, which will resume when the mandated closure ends.
When school resumes, the IEP team will conduct individualized assessments of your child's academic and functional skills to determine whether any need exists for compensatory services that may be related to the disruption in education resulting from the mandatory closure.
Throughout this time, we encourage you to maintain contact with your child's IEP team. Please reach out to the IEP team members with questions, concerns, or requests for assistance as we navigate this process together.
Teachers are available to provide aid on a daily basis.
